Meet the members of the Campus Alberta Quality Council
Meet Council
CAQC consists of 11 members appointed by the Minister of Advanced Education, including a chair and 10 members with expertise in the post-secondary system.
Council works collectively – and with the support of a professional secretariat – to address the goals and priorities identified in CAQC’s action plan. Council is currently led by a Co-Chair, Dr. Gayla Rogers. The normal term of office for members is three years, and members may be reappointed.
Council Members

Dr. Gayla Rogers is a professor emerita of Social Work at the University of Calgary. After 12 years as Dean of the Faculty of Social Work, she served 4 years as Senior Advisor to the Provost building leadership capacity in senior academic leaders. She is well-published, has held federally funded research grants and has provided consultation to social work programs in Canada, United States, United Kingdom, Australia and New Zealand. Dr. Rogers has served as a director on boards of numerous non-profit organizations at the local, provincial and national levels, and spent 7 years on the Council for Quality Assurance for Children’s Services.

Dr. Jeff Goldberg is a retired Professor of Biological Sciences from the University of Alberta (1987-2005) and University of Calgary (2005-2011). While at the University of Alberta, he served as Associate Dean in the Faculty of Graduate Studies and Research and Chair of two NSERC grant selection committees. At the University of Calgary, he served as Head of the Department of Biological Sciences. He joined Mount Royal University in 2011, serving as Dean of the Faculty of Science and Technology for five years and Interim Provost and Vice President Academic for fifteen months. His neurobiology research used marine slugs and freshwater snails as model organisms to study a variety of biomedical and evolutionary questions, including the neurophysiological mechanisms of learning and memory, nerve cell growth, and adaptations to low oxygen and high temperature during embryonic development.

Dr. Fred McGinn is the former Dean of the Faculty of Health and Community Studies, MacEwan University. He was also the Interim Dean of MacEwan's Faculty of Nursing for 2 ½ years. Prior to coming to MacEwan University, he was the Director of the School of Health and Human Performance at Dalhousie University. Currently, Fred is a MacEwan professor in the Department of Child and Youth Care.

Dr. McPherson is a Professor, and the past President and Vice-Chancellor at Lakehead University, Ontario. Her 36-year career has included serving as Director of the School of Kinesiology, Deputy Provost, Provost and Vice-President (Academic), and Lakehead’s first female President and Vice-Chancellor. Her leadership advanced the institution’s strategic priorities by working with regional, national, Indigenous, and international partners. During her time in administration, Dr. McPherson led the University’s transition to Ontario's Quality Assurance Framework, served two terms on the Ontario Universities Council on Quality Assurance, and oversaw the creation and expansion of numerous academic programs.

Dr. Gordon Nixon is the former Vice President Academic and Dean of Information and Communications Technologies at SAIT Polytechnic. He has served on a number of academic and business committees and boards provincially, nationally and internationally.

Dr. Annie Prud’homme-Généreux was one of the founders of Quest University Canada and served as founding Chair of Life Sciences and later Vice President Research and Administration. She also served as Vice President of Science at TELUS World of Science – Edmonton and Director of Continuing Studies and Executive Education at Capilano University. She has served on numerous boards, notably as a director of the North Vancouver Chamber of Commerce. She holds graduate degrees in the physical sciences, humanities, and soon in the social sciences (distance education), and is a recipient of the 2012 National Association of Biology Teachers’ Award for innovative teaching.

Dr. John Stubbs is a retired Professor of History at Simon Fraser University where he also served as President and Vice-Chancellor. He was previously President and Vice-Chancellor of Trent University and was also an Associate Dean in the Faculty of Arts at the University of Waterloo. He has taught International and British History. From 2008 until 2017 he was a member and, more recently, Vice-Chair, of the British Columbia Degree Quality Assessment Board.

Dr. Arlette Zinck is Professor of English and a former Dean of the Faculty of Arts at The King’s University. In this role, she sat on the Academic Affairs Committee that oversees new program development and evaluates existing programs, not only in the Faculty of Arts, but also in the professional schools as well as the Natural and Social Science Faculties. Dr. Zinck is the Executive Director of PSPEF: Post-Secondary Prison Education Foundation, and a 3M National Teaching Fellow.

Dr. Cynthia Zutter is a Professor of Anthropology at MacEwan University and former Vice Provost and AVP Research and Teaching. She has worked as an archaeologist throughout the North Atlantic region, examining past interactions and the interplay of humans in their environment and she has held multiple federally funded research grants. Dr. Zutter serves as director and committee chair on multiple not for profit organizations both locally and regionally.
