Meet the members of the Campus Alberta Quality Council
Meet Council
CAQC consists of 15 members appointed by the Minister of Advanced Education, including two co-chairs and 13 members with expertise in the post-secondary system.
Council works collectively – and with the support of a professional secretariat – to address the goals and priorities identified in CAQC’s action plan. The normal term of office for members is three years, and members may be reappointed.
Council Members
Dr. McPherson is a Professor, and the past President and Vice-Chancellor at Lakehead University, Ontario. Her 36-year career has included serving as Director of the School of Kinesiology, Deputy Provost, Provost and Vice-President (Academic), and Lakehead’s first female President and Vice-Chancellor. Her leadership advanced the institution’s strategic priorities by working with regional, national, Indigenous, and international partners. During her time in administration, Dr. McPherson led the University’s transition to Ontario's Quality Assurance Framework, served two terms on the Ontario Universities Council on Quality Assurance, and oversaw the creation and expansion of numerous academic programs.
Dr. Jeffrey Church is an economist with extensive expertise in industrial organization, competition policy, and regulatory economics. He holds a Ph.D. in Economics from the University of California, Berkeley, and a Bachelor of Arts in Economics (First Class Honours) from the University of Calgary. Dr. Church has had a long academic career defined by excellence in teaching, graduate supervision, and scholarly research, with leadership roles in developing and improving degree programs. He is widely recognized for his work as an expert witness and has testified on a wide range of regulatory and competition policy matters. His experience spans academic scholarship, applied policy analysis, and public interest decision-making.
Dr. Jaclyn Doherty holds a Doctorate in Educational Leadership from Western University, where her dissertation focused on promoting innovation, interdisciplinary teamwork, and collaboration in higher education. Currently, she is the Dean for the Centre of Teaching and Learning and Innovation at Lethbridge College. Previously, she was the Manager of Curriculum and Learning Experience Design at the college. Dr. Doherty has a strong understanding of Alberta’s colleges and their role in the broader post-secondary sector and has experience working with the systems that contribute to post-secondary quality assurance.
Dr. Christopher Hosgood is a Dean Emeritus at the University of Lethbridge. He recently was the Interim Deputy Provost at the University of Lethbridge and held other senior positions such as Dean, Faculty of Health Sciences and Associate Dean, Faculty of Arts and Science. He has served on many boards including the Alberta SPOR Steering Committee, Alberta Academic Health Network Executive Committee, the Alberta HSPnet Management Committee and the Alberta Gambling Research Institute. Dr. Hosgood holds a PhD in History from the University of Manitoba, Master of Philosophy degree in Victorian Studies from the University of Leicester, and a Bachelor of Arts degree in History from the University of Victoria.
Dr. Amit Kumar is a Canada Research Chair in Assessment of Energy Systems (Tier 1) and a Professor in the Department of Mechanical Engineering at the University of Alberta (U of A). He has served as the NSERC/Cenovus/Alberta Innovates Associate Industrial Research Chair in Energy and Environmental Systems Engineering since September 2012. He is the Cenovus Energy Endowed Chair in Environmental Engineering and also the Deputy Director of Future Energy Systems. Dr. Kumar has served on several expert panels including the European Commission, NSF (USA), the House of Commons and the Senate of Canada for his expertise on energy issues. He is a Fellow of the Canadian Academy of Engineering and was listed by Reuters in the “The Reuters Hot List,” a list of the world’s top climate scientists according to how influential they are. He has co-authored more than 220 peer-reviewed journal publications. He was awarded the Young Engineer of the Year award by Canadian Society of Bioengineering for his outstanding contribution in the areas of bioenergy and biofuels. Dr. Kumar completed his BSc in Energy Engineering from the Indian Institute of Technology, Kharagpur, India, and moved to the Asian Institute of Technology for his MSc in Energy Technology. He joined the University of British Columbia as a postdoctoral fellow in 2004 after receiving his PhD from the U of A that same year.
Dr. Kevin McQuillan began his career at Western University where he was chair of the Department of Sociology and was involved with the assessment of the university’s graduate programs. He represented Western as its Academic Colleague at the Council of Ontario Universities. Dr. McQuillan came to the University of Calgary in 2007 in the role of Dean of Social Sciences. He led the amalgamation of four faculties to form the integrated Faculty of Arts, which he then led as Dean. Dr. McQuillan was Deputy Provost for University of Calgary overseeing its Quality Assurance Unit Review Processes. During his term, he was involved in the reviews of several faculties including Law, Education, Science, Engineering, and Veterinary Medicine. Dr. McQuillan is a Research Fellow at the School of Public Policy at the University of Calgary.
Dr. Erasmus Okine is Provost and VP (Academic), Emeritus and VP (Research), Emeritus of the University of Lethbridge since 2025. He was gifted the Blackfoot name, Ninaisamotoo (man who arrived long ago, kindred spirit) in 2022 for his committed work with the community.
His professional experience also includes positions as Associate Vice-President (Research) and Associate Vice-President (Academic) at the University of Alberta from 2024-2025 after being Chair of the University of Alberta’s Department of Agricultural, Food and Nutritional Science (AFNS) from 2005 to 2014; Alberta Agriculture and Rural Development Chair in Ruminant Nutrition and Metabolism in AFNS from 2001to 2007; Senior Research Scientist with Alberta Agriculture and Rural Development from 1994 to 2001.
His involvement in governance brought him to take on the roles of member of the Alberta Research and Innovation Advisory Committee, from 2017 to 2020; Board Member for Genome Alberta from 2016 -2020; member of the “Members” (a higher governing body similar to a company’s shareholder but representing the Canadian public) of the Canada Foundation for Innovation (CFI) since 2022; and is Board Chair of the Centre for Frontier Engineering Research (C-FER) since 2024.
Some notable distinctions in his career include:

- Alberta Premier’s Silver Award for Excellence in Agricultural Research (2000)
Erasmus Okine holds a PhD in animal nutrition and digestive physiology from the University of Alberta.
Dr. Annie Prud’homme-Généreux was one of the founders of Quest University Canada and served as founding Chair of Life Sciences and later Vice President Research and Administration. She also served as Vice President of Science at TELUS World of Science – Edmonton and Director of Continuing Studies and Executive Education at Capilano University. She has served on numerous boards, notably as a director of the North Vancouver Chamber of Commerce. She holds graduate degrees in the physical sciences, humanities, and soon in the social sciences (distance education), and is a recipient of the 2012 National Association of Biology Teachers’ Award for innovative teaching.
Dr. Cynthia Zutter is a Professor of Anthropology at MacEwan University and former Vice Provost and AVP Research and Teaching. She has worked as an archaeologist throughout the North Atlantic region, examining past interactions and the interplay of humans in their environment and she has held multiple federally funded research grants. Dr. Zutter serves as director and committee chair on multiple not for profit organizations both locally and regionally.
Dr. Remkes Kooistra is an Assistant Teaching Professor of Mathematics at The King’s University in Edmonton, where he also serves as the chair of the Interdisciplinary Science program. He has held other governance and leadership roles at The King’s University, including chair of Faculty Council, chair and negotiator for the labour-oriented Faculty Staff Association, and chair of an institution-wide Governance Review. He is chair of the board of the Post-Secondary Prison Education Foundation, a non-profit that organizes and funds prison education projects; he also serves as one of their volunteer instructors offering courses to inmates in several Canadian prisons. He holds a Doctorate in Mathematics from the University of Alberta in the areas of Algebraic and Differential Geometry.
Dr. Joy A. Fehr is a senior post-secondary and health-system leader with extensive experience in executive administration, governance, and academic leadership across Canada and the United States. Her leadership career also includes roles as Provost, Associate Provost, Vice President for Academic Administration, and Dean, with comprehensive responsibility for academic quality, accreditation, budgeting, faculty development, and institutional effectiveness. Dr. Fehr holds a PhD in English Literature from the University of Calgary.
